How to Start a Beauty Salon or Spa in Dubai: License & Requirements

Quick Read: Starting a beauty salon or spa in Dubai

  • Who licenses you: The Department of Economy and Tourism (DET) issues your mainland trade license. Dubai Municipality's Health and Safety Department must approve your layout and issue a No Objection Permit before you operate.
  • Activities are separate: A salon, a beauty centre, a massage and relaxation centre, an oriental (Moroccan) bath and a spa club are different licensed activities. Each one permits a specific set of services.
  • Gender matters: Activities are licensed separately for men, women and children. If one license covers men and women, the two sections must be fully separated, with separate external entrances and no shared areas.
  • Layout rules are specific: Facial, waxing, massage and spa service rooms must each be at least 6 square metres, with fixed walls. Corridors must be at least 1.2 metres wide.
  • Medical treatments are off-limits: Laser hair removal, IPL, injectables and other medical cosmetic procedures belong in a Dubai Health Authority (DHA) licensed health facility, not a salon.
  • Staff and products: Every service provider needs a valid occupational health certificate. Cosmetic products must be registered on Dubai Municipality's Montaji system.

To start a beauty salon or spa in Dubai, you need to:

  1. Choose the exact activities and the gender you will serve.
  2. Reserve a trade name and get initial approval from DET.
  3. Lease premises and design a layout that meets Dubai Municipality rules.
  4. Get Dubai Municipality's No Objection Permit for your layout.
  5. Secure Civil Defence and building fit-out approvals.
  6. Receive your DET trade license.
  7. Certify your staff, register your products and prepare for inspection.

Dubai's salon and spa sector is regulated more closely than most service businesses. Dubai Municipality inspects for hygiene, layout and product safety, and the DHA controls anything that crosses into medical treatment. The rules are clear, but they are spread across several government documents. This guide brings them together in the order you'll need them.

Salon, beauty centre or spa: which activity do you need?

The most common setup mistake is choosing the wrong activity. Dubai Municipality publishes a table of the services each activity permits:

Activity Hair Manicure / pedicure Facial Waxing Jacuzzi / sauna / steam Moroccan bath Massage
Gents / Ladies salon ✓ ✓ ✓ ✓ ✗ ✗ ✗
Gents / Ladies beauty centre (cosmetic & personal care) ✗ ✓ ✓ ✓ ✗ ✗ ✗
Gents / Ladies oriental bath ✗ ✗ ✗ ✗ ✗ ✓ ✗
Gents / Ladies massage and relaxation centre ✗ ✗ ✗ ✗ ✗ ✗ ✓
Gents / Ladies spa club ✗ ✗ ✗ ✗ ✓ ✗ ✗

What this means in practice: a "full-service spa" offering hair, massage, a hammam and a sauna needs several activities on its license, not one. A salon cannot add massage simply by putting a bed in a back room.

Other activities in the same family include Children Hairdressing, Henna Salon and Hair Fixing Centres for men or women.

Who regulates salons and spas in Dubai?

  • Department of Economy and Tourism (DET): trade name, initial approval and the mainland trade license.
  • Dubai Municipality, Health and Safety Department: layout approval, the No Objection Permit, and ongoing hygiene, safety and product inspections.
  • Dubai Health Authority (DHA): any non-surgical cosmetic procedure, laser or IPL treatment, and the professionals who perform them.
  • Dubai Civil Defence: fire prevention compliance for your premises.

Step 1: Choose your activities and gender

Start from your service menu, then map each service to an activity using the table above. Decide whether you will serve men, women or children. If one license will cover men's and women's activities, plan for full separation from day one: a separate external entrance for each section and no common areas. Retrofitting this later is expensive.

Step 2: Reserve a trade name and get initial approval

Apply to DET for your trade name and initial approval. Initial approval confirms the government has no objection to your activities. It is not yet a license to trade. Your legal structure and ownership affect what you file, so a corporate structuring review at this stage avoids rework.

Step 3: Lease premises and design a compliant layout

Do not sign a lease until you know the unit can hold a compliant layout. Dubai Municipality reviews a furniture layout drawing that shows every service, the furniture positions, dimensions in metres and areas in square metres.

Dubai Municipality layout thresholds at a glance

Area Requirement
Hair cutting and styling chairs At least 1 metre between chairs, and at least 0.5 metres between the last chair and the wall
Manicure and pedicure stations At least 0.5 metres between chairs and from the wall, separated from other services, with a hand wash basin and foot wash basin
Facial and waxing rooms At least 6 square metres, fixed walls, its own hand wash basin
Hair wash area A hair wash basin plus a separate hand wash basin, with waterproofing for at least 0.5 metres around them
Massage, spa and oriental bath service rooms At least 6 square metres, one bed or basin per room, a connected dressing room, and a hand wash basin with waterproofing for at least 0.5 metres
Corridors At least 1.2 metres wide
Partitions No curtains, accordion dividers or temporary partitions between service rooms

Step 4: Get Dubai Municipality's No Objection Permit

Apply through the Dubai Municipality website with your layout drawing. The municipality approves, rejects or returns the application for changes. Once approved, you receive the No Objection Permit and the approved layout. Dubai Municipality's service listing states the permit is issued in one working day once the layout is approved.

The layout must not include any medical or treatment services outside the municipality's remit. You must apply again whenever you:

  • Open a new company or branch
  • Change the furniture layout
  • Change the furniture layout
  • Add an activity to the license
  • Move to a new location
  • Add a mobile activity

Hotel salons and spas: shops licensed only under a hotel establishment's license fall outside this permit. A salon inside a hotel that holds its own separate license still needs it.

Step 5: Secure Civil Defence and building approvals

You must obtain construction or architectural approvals from the relevant building licensing authority for your fit-out. Dubai Municipality also expects a valid certificate of compliance with fire prevention requirements from Dubai Civil Defence, plus fire extinguishers, smoke and heat detectors, emergency exit signage and an evacuation plan.

Step 6: Receive your DET trade license

With the external approvals in place, DET issues your Dubai mainland trade license. The license lists the activities you may perform, and Dubai Municipality checks that the services you deliver match it.

Step 7: Certify staff, register products and prepare for inspection

Before opening, have these documents ready to show an inspector:

  • Your trade license and Dubai Municipality No Objection Permit with the approved layout
  • An updated list of all employees
  • A valid occupational health certificate for every service provider
  • Professional certificates for specialised service workers
  • Training certificates for staff who handle professional-use products
  • Your Civil Defence fire compliance certificate
  • An elevator safety certificate, if your premises include an elevator

If your salon or spa occupies an independent building, you also need valid contracts with Dubai Municipality-approved companies for water tank cleaning, pest control and hazardous waste disposal, along with water test reports.

What Dubai Municipality inspectors check after you open

Dubai Municipality's compliance guidelines for salons and for spa and massage centres set the operating standard. The points inspectors focus on include:

  • Client consultation: record a consultation before hair colouring and chemical treatments, skin services, eyelash extensions and oriental bath services.
  • Sterilisation: UV sterilisers for hair, eyebrow and lash tools; heat sterilisers with time and temperature control for metal nail tools; single-use tools disposed of after each client.
  • Hygiene practices: no re-dipping wax sticks, no re-dipping paraffin between clients, and no back-to-back services that may damage skin or hair.
  • Products: only registered, correctly labelled cosmetics; no medicines; no mixing products outside the manufacturer's instructions.
  • Noise: operational noise kept below 55 dB from 7 a.m. to 8 p.m. and below 45 dB from 8 p.m. to 7 a.m.
  • Indoor air: humidity kept between 30% and 60%, air conditioning filters cleaned at least once a month, and extraction in nail and hair-dye areas.
  • Storage: materials stored at least 20 cm above the floor, 50 cm below the ceiling and 30 cm from the wall.
  • No medical services: salons must not give medical advice or treat skin diseases.

Establishments that consistently exceed the requirements can apply for Dubai Municipality's voluntary Ideal Salon recognition.

Which beauty treatments need DHA approval?

Dubai Municipality's salon guideline directs businesses to the DHA for non-surgical cosmetic services. Under the DHA's Standards for Non-Surgical Cosmetic Procedures:

  • Laser hair removal and IPL must be performed in a DHA-licensed health facility, under DHA-approved supervision. They cannot be offered in a salon.
  • Microneedling is excluded from what beauty therapists may perform in a salon without healthcare professional supervision.
  • Botox and fillers are prescription-only and may only be administered by a trained, privileged, licensed physician.
  • Manual lymphatic drainage may not be performed by beauty therapists, following the DHA's 2025 update to the standard.
  • Beauty and massage therapists may perform a limited list of other procedures in a salon. Check each service against the DHA list before adding it to your menu.

If your concept includes medical aesthetics, you are opening a health facility, not a salon. That is a separate DHA licensing route.

Can you offer home or mobile salon services?

Yes, within limits. A mobile activity triggers its own Dubai Municipality No Objection Permit application. Dubai Municipality's home salon guideline permits these services at a client's home:

  • Manicure and pedicure
  • Hair care, excluding chemical treatments such as keratin
  • Waxing
  • Facials
  • Make-up

Every home service provider needs an occupational health certificate, sterilised tools kept separate from used ones, and products registered on Montaji. Medical services such as Botox and filler injections are prohibited.

After the license: tax, banking and visas

  • VAT: registration is mandatory once taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to within the next 30 days. Voluntary registration is available above AED 187,500. See VAT consultancy.
  • Corporate Tax: register with the Federal Tax Authority even if you expect no tax to be payable. Businesses with annual revenue not exceeding AED 3 million can elect Small Business Relief for tax periods ending on or before 31 December 2029. See corporate tax consultancy.
  • Bookkeeping: keep proper books from day one. See accounting & bookkeeping.
  • Bank account: see corporate bank account setup.
  • Visas: your license lets you sponsor staff. Each service provider still needs the occupational health certificate before working. See visa & PRO services.

Common mistakes when opening a salon or spa in Dubai

  • Signing the lease before testing the layout. If the unit cannot fit compliant room sizes and corridor widths, the No Objection Permit will not be issued.
  • Assuming "spa" is one activity. Massage, Moroccan bath and sauna or steam each sit under different activities.
  • Mixing men's and women's services without full separation. Shared areas are not permitted.
  • Adding laser or IPL to a salon menu. These belong in a DHA-licensed health facility.
  • Changing the layout after approval. Any change to the furniture layout requires a new application.
  • Buying unregistered products. Products must be registered on Montaji before you buy them.

Frequently Asked Questions

Do I need Dubai Municipality approval to open a salon in Dubai?

Yes. Salons, beauty centres, massage centres, oriental baths and spa clubs need a No Objection Permit for Practicing Health and Safety Activities from Dubai Municipality's Health and Safety Department. It is based on an approved furniture layout and is required alongside the DET trade license.

What license do I need to open a spa in Dubai?

It depends on your services. Dubai Municipality treats massage and relaxation centres, oriental (Moroccan) baths and spa clubs as separate activities. Massage is permitted only under a massage and relaxation centre, Moroccan bath under an oriental bath, and jacuzzi, sauna or steam under a spa club.

Can a beauty salon offer massage in Dubai?

No. Under Dubai Municipality's permitted services table, salons may offer hair, manicure, pedicure, facial and waxing services. Massage requires a massage and relaxation centre activity, with service rooms that meet its own layout requirements.

Can one license cover both a ladies and a gents salon?

It can, but the men's and women's sections must be completely separated. Dubai Municipality requires a separate external entrance for each section and does not allow any common areas.

What is the minimum room size for a facial, waxing or massage room in Dubai?

Dubai Municipality requires facial and waxing rooms, and massage, spa and oriental bath service rooms, to be at least 6 square metres each, with fixed walls. Corridors must be at least 1.2 metres wide.

Can a salon in Dubai offer laser hair removal?

No. Under the DHA's Standards for Non-Surgical Cosmetic Procedures, laser hair removal and IPL must be performed in a DHA-licensed health facility under approved supervision. They cannot be offered in a beauty salon.

Do salon and spa staff need a health certificate in Dubai?

Yes. Dubai Municipality requires a valid occupational health certificate for every service provider in a salon, spa or massage centre, and for home salon service providers. Inspectors ask for these certificates during visits.

Can I offer home salon services in Dubai?

Yes, for manicure, pedicure, hair care excluding chemical treatments, waxing, facials and make-up. A mobile activity requires its own Dubai Municipality No Objection Permit application, and every provider needs an occupational health certificate.

Do hotel salons and spas need a Dubai Municipality permit?

Shops licensed only under a hotel establishment's license are excluded from Dubai Municipality's No Objection Permit service. A salon or spa inside a hotel that holds its own separate license must still obtain the permit.

Does a salon need to register for VAT in Dubai?

VAT registration is mandatory once taxable supplies and imports exceed AED 375,000 over the previous 12 months or are expected to within the next 30 days. Voluntary registration is available above AED 187,500.
