What is the UAE Golden Visa?

The Golden Visa is a long-term residence permit granted under the framework of Federal Decree-Law No. 29 of 2021 on the Entry and Residence of Foreigners and its Executive Regulation. It is issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and administered at emirate level by GDRFA Dubai, the Abu Dhabi Residents Office (ADRO) and, for the Dubai property route, the Dubai Land Department (DLD).

What it gives you:

  • A renewable residence visa valid for 5 or 10 years, depending on category
  • No sponsor inside the country โ€” you sponsor yourself
  • Exemption from the 180-day absence rule. An ordinary residence visa lapses after six months outside the UAE. A Golden Residence Permit does not. GDRFA Dubai states the permit is considered void only if it expires while you are outside the country
  • The ability to sponsor family members, including spouse and children

That absence exemption is the reason most of our clients pursue it. It decouples residency from physical presence and from an employer.

Who is eligible for the UAE Golden Visa?

ICP recognises five headline categories. GDRFA Dubai operates six service tracks against them.

Investor routes: four ways to reach AED 2 million

ICP accepts any one of the following as the qualifying investment.

1. Accredited investment fund or company capital. A letter from a UAE-accredited investment fund confirming a deposit of AED 2 million, or a valid commercial or industrial licence plus incorporation contract showing investor capital of no less than AED 2 million. The capital must not be loan-financed.

2. Company shareholding. GDRFA Dubai requires a certified financial report from an accredited UAE audit firm proving the investor's share of company assets is worth no less than AED 2 million, plus avalid trade licence with partners' annex, company bank statements, and tax registration with receipts for the last year. Free zone companies additionally need a capital and shareholding certificate from the free zone authority.

3. Bank deposit. AED 2 million held with an accredited local UAE bank, or in local bonds or sukuk. The bank certificate must confirm the deposit is frozen for no less than two years, and the deposit cannot be withdrawn at any point during the 10-year residency.

4. Tax contribution. A letter from the Federal Tax Authority confirming the investor is a partner in one or more establishments paying no less than AED 250,000 annually in tax. GDRFA Dubai has suspended the older practice of submitting a full year of company tax receipts and now relies on the FTA-issued letter alone.

The property route โ€” and the three rules that differ by emirate

The threshold is AED 2 million nation wide, for one property or a group of properties. Beyond that, the emirates diverge, and this is where most published guidance is wrong.

Can the property be mortgaged?

  • ICP (federal): the letter from the Real Estate Registration Department must state the property is not subject to a loan.
  • GDRFA Dubai: mortgaged property is acceptable, and all property types are included.
  • Dubai Land Department: the property may be mortgaged, provided you submit a bank no-objection letter confirming the bank does not object to a residence permit being issued against the property, stating the amount paid and the outstanding balance.
  • Abu Dhabi (ADRO): mortgages through national banks are permitted, but the investor's own capital must reach AED 2 million. On a AED 5 million property, the outstanding mortgage principal cannot exceed AED 3 million.

In practice, a Dubai title deed with a live mortgage and aclean bank NOC proceeds. Do not assume the same file works in Abu Dhabi.

Is it 5 years or 10?

u.ae lists real estate investment at 5 years and public investments at 10. GDRFA Dubai's investor service states 10 years for the investor permit, and the Dubai Land Department describes its property route as 10 years renewable. If duration matters to your planning, confirm it against the channel you are actually applying through.

Three Dubai-specific conditions people miss

  • Value must be certified by a property status statement certificate issued by the Dubai Land Department, or a valuation from a DLD-licensed valuation office.
  • A lien is registered against the property to guarantee continued ownership for the life of the Golden Residence. The asset cannot be disposed of during the residency period.
  • If you hold a share in a jointly owned property, your share alone must be worth at least AED 2 million.

Applications on this route go through DLD-accredited registration trustee centres rather than standard Amer channels, and DLD requires the applicant to be inside the UAE. Our real estate management team handles valuation certificates and lien registration as part of the file.

Entrepreneurs: where the AED 500,000 figure breaks down

This is the most misreported criterion in UAE Golden Visa content.

ICP publishes, at federal level, that an entrepreneur needs an approval letter from a UAE auditor stating the project value is no less than AED 500,000, or an approval letter from the emirate authority confirming the project is of a technical or future nature, or approval from an accredited business incubator. ICP notes that submissions in Dubai and AbuDhabi route through approved incubator platforms โ€” Area 2071 and Hub71 respectively.

GDRFA Dubai's published criteria are different, and higher. The Dubai entrepreneur Golden Residence is nominated by the Dubai Future Foundation, runs 10 years, and requires one of:

  • A pioneering project registered with the Ministry of Economy or relevant local authority with annual income of AED 1 million
  • A pioneering project from a business incubator or the Ministry of Economy establishing a business in the country, with income of AED 2 million
  • Having founded a pioneering project that was sold for no less than AED 7 million

If you are reading AED 500,000 and planning a Dubai application, you are working from the wrong number. Note also GDRFA's explicit warning: nomination by the Dubai Future Foundation is not final approval. GDRFA evaluates the file separately afterwards.

Specialists and skilled professionals: the AED 30,000route

GDRFA Dubai issues a 10-year Golden Residence to scientists, researchers, industrial specialists, healthcare specialists, educational specialists and skilled workers.

For the specialist / skilled worker track, all of the following apply:

For scientists and researchers, the bar is set on research output: a Master's or PhD in engineering, technology, life sciences or natural sciences from a top-500 university (PhD) or top-250 (Master's) on Ministry of Education-approved rankings, plus a Field Weighted Citation Index of 1.0 or higher and an h-index of 10 or higher. Applicants with a Scopus h-index of 20 or above can be exempted from those requirements on the recommendation of the UAE Scientists Council.

ICP separately publishes an executive director route requiring a certified university degree, a minimum of five years' experience, a valid work contract, and a salary of not less than AED 50,000.

Nomination letters for the other specialist tracks come from the UAE Scientists Council, the Ministry of Culture and Youth, the Ministry of Industry and Advanced Technology, the Ministry of Health and Prevention, or the Ministry of Education, depending on field.

What about nurses, teachers, content creators and gaming professionals?

These have been widely reported as new Golden Visa categories. Structurally, they are nomination pathways into the existing talent categories, not separate federal ones. ICP's criteria pages and GDRFA Dubai's six service tracks do not list them as standalone routes.

Practically, that means the eligibility decision is made by a nominating body โ€” a health authority, an education regulator, a culture department, a creator programme โ€” and the file then enters the ICP or GDRFA specialist track like any other. Approach it through the nominating authority, not through a generic application. And treat any figure attached to these routes with caution unless the nominating body itself has published it.

What does the UAE Golden Visa cost?

Two separate things, and conflating them is the most common mistake people make.

The qualifying investment is not a cost. AED 2 million in property, in a bank deposit, in an accredited fund or as a company shareholding is capital you continue to own. It does not go to the government. What the rules control is that you keep it: the property cannot be disposed of, the deposit cannot be withdrawn, and in Dubai a lien is registered against the property for the life of the residency.

So the honest answer to "what is the qualifying amount" is the threshold table:

Government charges are separate. Depending on route, a Golden Visa file attracts a residence permit fee, an in-country application fee, Knowledge and Innovation Dirham charges, Emirates ID issuance, a medical fitness test, and โ€” on the Dubai property route โ€” Dubai Land Department and administrative charges. Where family members are added, each dependant carries its own permit charge and a sponsorship file opening charge.

We deliberately do not publish amounts for these. They are set by the issuing authority, revised without notice, and differ by emirate, by channel and by permit duration. The current schedule is published on the service page you are applying through โ€” ICP smart services, GDRFA Dubai, or Dubai Land Department. Confirm there before you pay anything, and disregard any third-party figure that is not dated.

Outside the government schedule, budget separately for comprehensive health insurance, document attestation and legal translation, and Ministry of Education qualification recognition where a foreign degree is involved.

How long does approval take?

Published service times, by channel:

  • GDRFA Dubai โ€” specialists and scientists: 48 hours
  • GDRFA Dubai โ€” investors and entrepreneurs: 5 days
  • Dubai Land Department โ€” property investor route: 7 to 10 business days

Those are processing times once a complete file is submitted. They exclude nomination, which sits upstream and is the slowest part of the entrepreneur and talent routes.

How to apply

  1. Confirm your category and your nominating authority. Investor and property routes are evidence-based. Entrepreneur and talent routes require nomination first.
  2. Assemble the evidence that category demands โ€” DLD property status certificate, audited financial report, FTA letter, six months of salary transfers, MoE qualification recognition.
  3. Check eligibility through ICP smart services before committing to anything. ICP publishes an eligibility check tool.
  4. Submit through ICP smart services, the GDRFA Dubai portal or an Amer centre, ADRO in Abu Dhabi, or a DLD-accredited trustee centre for the Dubai property route. Log in with UAE PASS.
  5. Complete medical fitness testing and biometrics, then Emirates ID issuance and residence stamping. On the DLD route the medical is performed at the service centre and the permit is returned by email.
  6. Add dependants once the principal permit is issued.

Can Golden Visa holders sponsor family?

Yes. u.ae states that Golden Visa holders can sponsor family members including spouse and children.

The scope widens by route and emirate. Under the Dubai Land Department property route, spouse, children and parents can be sponsored. Abu Dhabi publishes that the Golden Visa covers spouse and children irrespective of their age, along with domestic support staff without a restriction on numbers.

Family files carry their own documentation set โ€” attested marriage contract, attested birth certificates, an undertaking that children over 18 are unmarried, health insurance, and a notarised no-objection letterfrom the father where the mother is the sponsor.

The Golden Visa is conditional. Most guides don't say so.

GDRFA Dubai states the conditions for retaining the permit plainly, and they are enforceable throughout its validity:

  • You must be able to support yourself and your family without government support
  • Property under the real estate route may not be disposed of during the residency period
  • A qualifying bank deposit may not be withdrawn during the 10-year period
  • On the specialist route, if the salary falls below AED 30,000 or the employment contract is cancelled, the Golden Residence Permit will be cancelled

The authority reserves the right to verify continued compliance at any point. Long-term residence is not unconditional residence.

Golden Visa or Green Visa?

Both are self-sponsored and remove the need for an employer or national sponsor. The Golden Visa runs 5 or 10 years and is built on investment, exceptional talent or high-salary specialist employment. The Green Visa runs five years and is built on current employment at a lower salary threshold, self-employment income, or an active commercial investment.

The decision usually turns on the evidence you can produce today. A specialist earning AED 20,000 does not meet the Golden threshold but may meet the Green one. Our UAE Golden Visa services page sets out how we assess which route fits.

Where applications commonly stall

  • Using the federal entrepreneur figure for a Dubai application. AED 500,000 is not the Dubai threshold.
  • Assuming a mortgaged property is disqualified. In Dubai it is not โ€” but the bank NOC must be in hand before submission, and Abu Dhabi applies an equity test.
  • Unrecognised qualifications. Foreign degrees need a Ministry of Education recognition report, not just attestation.
  • Salary transfers that don't span six months, or a salary certificate without matching bank credits.
  • Treating nomination as approval. GDRFA evaluates independently after the nominating body signs off.
